Treatment recommended by a secondary treating physician is subject to utilization review per Lopez v. City and County of San Francisco, 2016 Cal. Wrk. Comp. P.D. LEXIS 206. There is not yet any case law but some judicial discussion at the Boards as to whether treatment recommendations by a consulting physician are subject to UR.
